The Developer is requesting a designation that basically would allow him to put almost anything he wants on the space (other than industrial use). He is trying to get a Urban Mixed Use (UMU) designation that allows ultra high density. This would allow almost 5000 multi-family units in the area in addition to office and other uses and building height far exceeding existing zoning. The UMU designation was intended for very specific areas such as the Shops of Legacy and is supposed to require a detailed development plan, which does not exist.

Regarding case 2014-33

The developer is actually asking for approval for up to three buildings on this 8 acre parcel, and to allow residential use in all three buildings. At the September 8^th P&Z meeting and September 22^nd City Council meeting, a SUP was approved to allow residential occupancy on this parcel. The developer’s concept plan, however, does not meet other provisions of RC zoning and other provisions associated with residential zoning.

The developer proposes an amendment or variance to RC zoning to allow a maximum Floor to Area Ratio of 4:1 – which is 4 times the current zoning and a 5 story parking garage when current maximum is 3 stories

Should the P&Z make only the minimum changes to allow the one proposed condo tower (and necessary parking) on the parcel but require that a comprehensive change to Plano zoning be developed, subject to public input and a detailed plan be submitted by the developer before any further change in zoning is approved that would allow two additional structures?

I support P&Z case 2014-33 I support the adoption of zoning variances at the minimum necessary to allow only the one condo tower on the 8 acre parcel with no additional zoning changes being considered until a comprehensive public process on amendments to the Plano zoning code change in zoning is completed. I oppose any changes to existing zoning that would allow construction of three 20 story buildings on this 8 acre parcel. I oppose the proposed condo tower
