2021 Haggard Farm Development
In December 2020, a developer filed for a zoning change on part of Haggard Farm that would authorize and addition 1300 high density apartments. See here for discussion of the filing by Stillwater Capital Development.
2020 Haggard Farm Development
In the summer of 2020, Forefront living filed a plan with Plano's Planning department to develop 864 multi-family units for senior living on the eastern corner of Haggard Farm West (WIndhaven at Spring Creek). This will include three 5 story buildings.
History
In 2014, Haggard and developer partners proposed a high-density mixed-use project on the 280-acres of Haggard Farm West. The zoning request included 4,891 apartments. •Overwhelming neighborhood opposition caused the developers to withdraw the request, however, one ten-acre tract at the southeast corner of Spring Creek Pkwy and Parkwood Blvd was rezoned for a proposed high rise condominium.
Plano Tomorrow Plan (2015)
A new concern is the "Plano Tomorrow Plan." This vision is intended to guide city planning decisions in the future. A draft of the Plan has been exposed to the public and open houses were held at four libraries to inform the public.

The Plano Tomorrow Plan is on the agenda for approval by the Planning and Zoning Commission on Monday February 16, 2015 and, if approved, will be considered by the city council in March.
Meanwhile we continue to prepare for the eventual return of the haggard Farm West re-zoning case, which we believe will come back before the Planning and Zoning Comission during 2015.
News update related to the 20 story condo tower (November 11, 2014)
We lost at the City Council meeting November 10th.
The City Council denied our request to limit the number of multi-family units to four hundred. In fact they even turned down a motion to limit the multi-family units to 500. This means the buildings could ultimately have 21/2 times the square footage in the "developer's concept plan" and could include as many 1000 units. Urgent Action Requested.
A message went out to our mailing list on November 6th, urgently asking everyone to send an email to City Council to modify the proposed ordinance for 2014-33. See the email here. Also for email text you can cut and paste see the New Zoning case 2014-33 page
Thank you to those who came to the City Council Meeting on Monday November 10th at the Plano Municipal Center 1520 Avenue K at 7:00 pm and to those that sent in letters. Over 100 letters of objection were received by the city.
The related zoning request involves 10.7 acres at the Southwest corner of Spring Creek Parkway and Parkwood Blvd for a 20 story condo tower. At the September 2nd meeting the P&Z staff stated that all the developer needed was a Special Use Permit (SUP) to allow residential units to be included in the building and P&Z approved this matter for consideration by City Council. It NOW turns out this is a request to allow up to three buildings of up to twenty stories on this site. On September 22nd City Council approved the SUP but rejected the zoning application because the P&Z staff had since determined that the buildings did not conform with existing zoning standards and that actual zoning amendments in the form of an Ordinance must be approved for the developer's plan. While this is being portrayed as a technical change, it is actually much more significant than that and warrants our consideration. This is now a new zoning case #2014-33 and was considered at the P&Z meeting on October 20, 2014. The P&Z did not address our request to put in reasonable limits on the development and approved these two items as presented.

The result: The developer's request was tabled and he was sent back to work with the P&Z staff and community to develop a better plan!!! Subsequently, Haggard Farm West has requested to withdraw their Re-zoning case. Thanks to all for your involvement and efforts to this point. While this is a relief to us all, it is only a matter of time before Haggard Farm will return with a new zoning case. See the Plano Star Courier article link below.

Summary of the issue
The Haggard Farm West rezoning request is a disaster for the neighborhoods of West Plano, proposing to allow re-zoning to an Urban Mixed Use (UMU) zoning that would allow 5,000 new apartments in our neighborhood. Did you know that under the current zoning the maximum number of multifamily units for this land is only 341? The Haggard Farm West is the undeveloped 329 acre area bounded by the Tollway on the west, Spring Creek Parkway on the north and Windhaven Parkway on the south and east. Thank you for the strong showing at the Plano Planning and Zoning meeting on Tuesday September 2, 2014 at 7 PM. NO doubt the developer picked that day hoping we could not muster a strong turnout on that day as it is the first day after the Labor Day holiday with many just coming back from a long weekend and focused on kids returning to school and "meet the teacher" events.

Unbelievable that the developer denied there was no helistop planned. The application had been filed and was on the agenda at Tuesday's P&Z meeting (case 2014-30). Some great quotes from our residents in this story. After this story aired, the developer withdrew the helistop application.
